[Extract] There are a number of reasons why the process of selecting clerical, supervisory and professional staff is likely to become recognised as a critical area of management activity in Papua New Guinea during the nest decade or so. The more important of these include:

(a) the accelerating pace of the localisation of positions of managerial responsibility in both the private and public sectors of employment;

(b) the increasing sophistication in costing and measuring the benefits to the employing organisation of carious levels and types of qualified manpower;

(c) the evolution of a stable and committed class of white-collar employees with transferable skills, that is, committed to salaried employment but potentially mobile between employers;

(d) a likely requirement of employers to positively contribute through manpower planning, training and development plans and a consequent recognition by employers of the selection process as integral to the longer process of manpower development.
