Falling retention rates around the country and a troubling, conspicuous drift to the private sector have forced the states into soul searching about the delivery of education and the structure of schools (Yaman, 2000 p 16). [Q]uestions about how education work is structured and with what effects must lie at the heart of any project which is seriously interested in the contribution that education can make to building a better world (Smyth, Dow, Hattam, Reid & Shacklock, 2000 p15).

This study was completed for a doctoral research project. It is as a result of the support of a state school in Queensland, Australia, referred to as Bougainvillea State High School that the study was possible. The school’s generosity in sharing data, and the teachers’ support made the research possible.
