Abstract

[Extract] The question of who is responsible for workplace safety has plagued workers, managers, and scholars for decades (DeJoy, 1994; Freitas et al., 2019; Nelson, 2001). This question has undoubtedly become more complex and ambiguous since the rise in emphasis of psychosocial safety, as both an expected and legislative requirement for workplaces. For example, research on psychosocial safety is very well-established, but it was not until much more recently that psychosocial safety has started to become entrenched in legislation (SafeWork Australia, 2022). Thus, the protection of both physical and psychosocial safety, at least in the Australian context, are legal responsibilities of employers. With responsibility tightly interlinked with control (Schlenker et al., 1994), the differing degrees of perceived control between actors – such as workers, managers, and senior leaders – within an organization are likely to then influence felt responsibility for workplace safety
