Abstract

The last 30–50 years have seen major declines in tropical marine habitats, including extensive coral reefs, in the South China Sea and globally. This paper aims to review and assess existing management and conservation arrangements for tropical marine ecosystems in China. The paper identifies that there is considerable need for improvement, but that the national policy context of "eco-civilization" provides an opportunity for transformational change in the next few years. The paper proposes two key approaches to upgrading management, adaptive management and stronger integration of legal and economic perspectives into environmental management, and provides recommendations for how to incorporate those approaches in tropical China. Successful implementation of these ideas could have outcomes of global environmental and human significance, and provide much needed international leadership.
