Abstract
This discussion paper presents two main options for Indigenous Nations to consider when developing their economy: investing in businesses that are owned collectively by the Nation, and offering financial support to citizen-entrepreneurs to establish their own businesses. The paper outlines some benefits and challenges of each approach. It poses some questions for Gugu Badhun Nation to consider in their decision-making around economic development, and considerations for both business types to ensure strong governance and economic integration. The discussion paper concludes with a reminder that economies should be considered holistically, almost like an ecosystem, with lots of parts that work together to support one another.
