Abstract

This report presents a qualitative case study of GBR tourism businesses and connected institutions, conducted from mid-2020 to early 2023, documenting GBR tourism industry experiences and insights during the COVID-19 pandemic. The broad aims of the research were to: 1. Identify key factors and system components that enhance or inhibit industry adaptation and resilience to future extreme events (e.g. global pandemics, financial crises, climate events). 2. Identify indicators of industry resilience for long-term monitoring and benchmarking. We interviewed 26 experienced and knowledgeable stakeholders from the GBR tourism industry and related supporting institutions, including industry organisations and government agencies. From our analyses of the interview transcripts, we report on impacts experienced by the industry and supporting institutions, their adaptive responses to the pandemic crisis, lessons and advice offered to help stakeholders prepare for future crises, visions for the industry’s future, and suggested indicators for monitoring industry resilience. Additional findings from a recent PhD study on the adaptive capacity of coral reef tourism (by H. Bartelet) are included and integrated in the discussion.
