Abstract

[Extract] The collective outcome of the actions of herders and other grassland actors on the grassland steppes of northern China and Mongolia has not matched the grassland condition or herder livelihoods desired by Chinese or Mongolian societies. In response, the Mongolian and Chinese governments have implemented policy initiatives aimed at achieving outcomes more in line with societal goals. However to date these initiatives have not incentivised grassland actors to behave in a manner consistent with societal goals. Ways to strengthen these policy incentives based on the analysis and discussion reported in the book are the focus of this chapter.
