Abstract
Marine invasive species introduced by ship biofouling threatens Small Island Developing States (SIDS). Using a mixed-methods approach involving policy reviews, surveys, semi-structured interviews, and documentary analysis this thesis evaluates SIDS’ preparedness. It identifies systemic deficiencies and provides practical solutions to strengthen SIDS capacity and enhance global biosecurity equity and resilience.
