Abstract

This chapter revisits some of the early arguments that interrogated the securitization of issues of human insecurity. AIDS was selected as a focus of this analysis because it was the first nontraditional threat to security discussed at the UN Security Council— however, other complex health emergencies are also discussed. The chapter identifies that practicing human security requires taking on the language and agenda-setting of state-centric approaches to security, so the threats posed by issues of human insecurity are better understood by state actors. Moreover, it argues that given the widespread failure of state-centric responses to COVID-19, practitioners and theorists of human security should grasp this opportunity to advance the human-security paradigm.
