Abstract
This feminist participatory action research study examined factors influencing gender-targeted development programming in Lao People's Democratic Republic. By co-generating findings with development actors and intended beneficiaries, this study revealed significant gaps between ideological conceptions of development and the reality of program implementation. Findings provide insights to improve the design and delivery of gender-targeted development systems to address their cyclic challenges.
