Abstract

The township of Greenvale is situated 203km northwest of Charters Towers along the Gregory Developmental Road. The population of the town has been in gradual decline since the closing of the Greenvale Nickel Mine in the 1990s, and is currently home to 196 residents. The township was established by Queensland Nickel in the early 1970s to cater for the workers of the nearby mining operation which operated between 1973-1993.

A welcomed stop between Cairns and Charters Towers, Greenvale is situated along the ‘Great Inland Way’ which spans much of Eastern Australia. Located close to gem fields and other valuable minerals for the transition to net zero with the Sconi Project, Greenvale has the opportunity for growth. This combined with the development of the Greenvale Training Area through the Australia–Singapore Military Training Initiative (ASMTI) will bring more activity to the area. One of the town’s most notable attractions is the Three Rivers Hotel, a well-known pub immortalised in the songs of country artist Slim Dusty. This feature attracts a modest amount of tourism, with grey nomads accounting for a significant proportion of visitors. With increased activity on the recently sealed Gregory Developmental Road, there are opportunities to boost visitors and therefore residents to the town.

This masterplanning process was initiated by the Charters Towers Regional Council to consider opportunities for the revitalisation of the town centre, including urban design and land use, streetscape improvements and traffic management. The masterplan area is defined by the town entrance off the Gregory Developmental Road, either side of Redbank Drive up to the sports field and along Acacia Drive towards the residential area of town. The overarching purpose and intent of this masterplan is to assist Charters Towers Regional Council in defining and prioritising works that align with, and contribute to, delivering a vision for the region. This document therefore summarises key strategies for a revitalised Greenvale townscape. It includes an analysis of the constraints and opportunities provided by Greenvale’s unique heritage and continued economic innovation. It devises strategies to increase pedestrian friendliness, to keep visitors in town and to enhance the liveability of Greenvale for young and old. The staging of the proposed upgrades are all integral to this vision.

This masterplan for Greenvale has five key objectives that arose from the consultation process:

• To provide a forward-looking plan to rejuvenate economic activity in the town

• To enhance the liveability of Greenvale as a place for young and old

• To develop attractive and functional recreational spaces that foster active lifestyles with improved infrastructure

• To create a greener Greenvale, incorporating new parks and green linkages in the landscaped environment to increase thermal comfort and improve amenity

• To improve the public realm and road network, including the development of a space that creates a sense of arrival and gateway into the town centre for visitors, including trucks and RVs

This masterplan is a non-statutory, aspirational document. It relies on provisions, strategies, plans and frameworks already put in place by the Charters Towers Regional Council through various statutory instruments including the current Planning Scheme. The works outlined in this plan also require liaising with other governing bodies such as the Department of Transport and Main Roads, the Department of Resources and Ergon Energy who may need to approve any changes to existing infrastructure. This document will be utilised to guide these works, and is useful for supporting documentation for grant applications and other funding opportunities that align with the masterplan vision.
