Abstract

Ravenshoe is the highest town in Queensland (930 metres) and is situated in a region surrounded by worldclass natural attractions such as scenic waterfalls, mountain pastures and World Heritage rainforest. The Tablelands Regional Council has initiated this masterplanning process to:

• help Ravenshoe attract visitors exploring the Tablelands;

• provide a forward-looking plan to rejuvenate economic activity in the town; and

• provide a vision for a vibrant and liveable town centre.

Ravenshoe is the gateway to the Gulf Savannah and can be utilised as a base for exploring diverse natural and cultural attractions on the Tablelands. Increased tourism will help support the town’s retail trade, help rejuvenate the town centre and make it more vibrant and attractive.

The overarching purpose and intent of this masterplan is to assist Tablelands Regional Council in defining and prioritising works that align with, and contribute to, delivering their vision for the region. This document therefore summarises key strategies to create a revitalized Ravenshoe townscape. It includes an analysis of the constraints and opportunities provided by Ravenshoe’s unique timber heritage and its natural assets including the Millstream Reserve. It devises wayfinding strategies to bring visitors into town, to increase pedestrian friendliness and show off the town’s distinctive character. The staging of upgrades to Moore Street, Grigg Street, Millstream Reserve and the Railway Precinct are all integral to this vision.

This Masterplan is a non-statutory, aspirational document. It relies on the provisions, strategies, plans and frameworks already put in place by the Tablelands Regional Council through various statutory instruments such as the 2016 Planning Scheme. The works outlined in this plan also require liaising with other governing bodies/organisations such as the Department of Transport and Main Roads, the Department of Natural Resources, Mines and Energy and Ergon Energy who may need to approve or undertake works to improve on existing infrastructure. This document will be utilised to guide these works, and will furthermore be useful for applying for grants or other funding opportunities.
