Abstract

Women's roles in peace and conflict have increasingly been recognized in global security governance since the adoption of United Nations Security Council Resolution (UNSCR) 1325 in October 2000, the first of ten resolutions that constitute the thematic Women, Peace and Security (WPS) agenda. Informed by four main pillars (protection, participation, prevention, and relief and recovery), the agenda articulates that state governments have a responsibility to acknowledge the distinctive implications that conflict-related violence has for women and to recognize their agency to prevent and resolve conflict. The resolutions outline states’ responsibility to prevent conflict, to protect women during conflict and post-conflict phases, and to acknowledge women's right to participate in peace and security governance. The WPS agenda also encourages states to recognize women's right to relief and recovery support, to acknowledge the responsibility to provide women with access to services to address their biopsychosocial needs, and to promote their participation in post-conflict reconstruction. Twenty years since the initial resolution, a growing body of feminist literature is exploring the implementation of the WPS agenda. The two texts under review contribute to this literature by providing a nuanced analysis of WPS institutionalization in states, agencies, and organizations, and their implementation activities within global, national, and local contexts.
