Abstract

The Cairns South Communities for Children Local Evaluation was framed as an activity and a process evaluation, and was formative and summative. During the course of the evaluation an opportunity arose to be part of a wider measurement program called the Australian Early Development Index and this allowed the evaluation to include baseline establishment for Cairns South. This Final Report provides a comprehensive record of the emergent models and major learning outcomes from the evaluation process.
