Abstract
[Extract] The Australian Government recently published a review into national defence capabilities. The 2023 defence strategic review identified Australia’s north as key terrain for deterring adversaries and working with regional partners. Yet while the review seeks new directions, its references to northern Australia revisit historical concerns about the region’s vulnerabilities and opportunities. This article argues that the 2023 review partially resembles defence planning during the 1960s--when civilian northern development goals and lobbying by local councils influenced critical decisions by the federal government in relation to investment in national defence.
