Abstract
John Mwamba worked with Indigenous community of Palm Island and found out that Indigenous community development programs were not evaluated. The researcher developed an all-inclusive evaluation tool to measure effectiveness of Indigenous community development programs. The developed evaluation tool will be used by stakeholders implementing community development programs in both Indigenous communities and non-Indigenous communities.
