Abstract
Re-regulation and restructuring have become familiar themes in numerous documentations of recent social, economic and regulatory change. As well as altering established economic, social, and spatial orders, the changes have fractured old certainties and made established theories and familiar analytical terms problematic. Consonant with this new uncertainty about the world, the post-modern and cultural turns have challenged us to recognise that our understandings are key factors in the construction of these processes and the problems that they pose.
