Abstract

TThe ACTFR was requested by Sinclair Knight Merz on behalf of Theiss Contractors Pty Ltd to undertake an additional flora survey of the proposed Speed Creek Receive Station access road, building and fenced compound area and antenna field (hereafter the road, compound and antenna). In particular the ACTFR was required to: •undertake a flora survey of the access road to determine whether any important species are impacted; and •re-assess the flora communities and impact within the antenna field.

The facility is located approximately 50 km north-west of Townsville on the Herveys Range Developmental Road within the Department of Defence's Townsville Field Training Area and within the Einasleigh Uplands biogeographic region. It will be constructed on a low 335 m feature on the eastern side of Keelbottom Creek and between Speed Creek and the disused Greenvale Branch Railway.

The construction will occur in three stages:

1.Between April-September 1999, the access road from Herveys Range Road to within 100m of the centre of the antenna field, including a bridge over Speed Creek;

2.Between September 1999-June 2000, the compound area, covering an area of approximately 0.25 hectares in the centre of the antenna field; and

3.Between March-June 2000, the service roads and the antenna field site. This will involve the clearing of the antenna field site, however the extent and nature of the clearing will not be known until August 1999 when Boeing Australia's Preliminary Design Review for the site is complete.
