Abstract
[Extract] East Timor achieved independence from Indonesia in August 1999. During the crisis which erupted following the independence referendum, much of the country's infrastructure was completely destroyed, including many health facilities. An estimated 75% of the population fled the violence and either became internally displaced or were forced across the border into Indonesian West Timor. In the subsequent 2 years, district-level health services were rehabilitated and supported by international non-governmental organizations(NGO), themselves co-ordinated by the Division of Health Services of the United Nations Transitional Administration in East Timor.
