Abstract
The Wontulp Bi-Buya (WBB) College, Cairns, Australia, is funded by TEAR Australia to deliver the Certificate III Community Organising and Development (COD) for community leaders of Aboriginal and Torres Strait Islander descent. The two-year course has been operating since 2006 and graduated over 65 students. A team from James Cook University evaluated the COD course to learn more about the impact of the course in Indigenous Communities. As well as personal empowerment outcomes, WBB students have drawn on external funding bodies to initiate a wide range of diverse community development projects that are contextually relevant and community driven. The projects were assessed against indicators established by the Council of Australian Governments (COAG) to measure progress towards closing the gap of Indigenous inequality. The evaluators found that a strong association between the training provided by WBB College in community organisation and development, and Indigenous empowerment, across a range of COAG measures, both at the personal and community level.
