Abstract
The extent to which regional remoteness and location influence the presentation rates for non-acute medical attention is not well understood. This has implications for sustainable regional development by way of distorting the allocation of resources and of the levels of community wellbeing.
This study first, compares the non-acute presentation rates at Hospital Emergency Departments (ED) to those at bulk-billing Medical General Practices; in rural/remote areas compared to city/urban areas in Queensland and addresses the following questions: ‘To what affect does regional remoteness and location influence non-acute ED presentations?’ and, ‘Where are the non-acute ED presentations most prevalent?’ ‘Does the number of Bulk-billing General Practice and Bulk-billing GP’s effect the non-acute ED presentations in Queensland?’ Second, the study identifies the determinants of non-acute presentation rates at Hospital Emergency Departments in rural/remote areas compared to those in city/urban areas by responding to the question: ‘What are some of the determinants that influence non-acute ED presentations in Queensland?’ and ‘Who utilises those non-acute ED services most?’ Data used are for Queensland Statistical Local Areas, but adjusted using the Accessibility and Remoteness Index of Australia (ARIA) weighted score of remoteness DHAC, (2001). The study concludes that there are significant differences in the determinants of non-acute presentation rates between regions indicating that regional remoteness and location does matter. One possible next research step is to see how the conclusions change when the simplifications made in this study are removed.
