Abstract
Both Singapore and the Republic of Korea (South Korea) industrialised in the decades of the 1960s and 1970s to attain Newly Industrialised Country (NIC) status by the 1980s. Researchers have explained the political subordination of labour as a strategic response by NIC governments to the requirements of investors. However, although they differ on the role of organized labour, they have found sufficient common features to choose to analyse the Asian NICs of Hong Kong, Singapore, South Korea and the Republic of China (Taiwan) as a group for the purposes of international comparative studies. This paper contrasts the preemptive transformations of industrial relations in the NICs of Singapore and South Korea, the governments of both of which have sought to ensure that their industrial relations are appropriate for economic growth through export-oriented manufacturing. In particular, compliant trade unionism was sought, but by different strategies in each of the two countries.
