Abstract

Effective human resource planning is crucial to the success of any project. Successful human-resource planning begins with asking key questions at the outset, including questions about the project's major goal(s), required technical and complementary knowledge, skills and attitudes, availability of local skills and knowledge, credibility of local members of the team, and the possible necessity for importing technical skills and knowledge. A project's success depends upon good leadership, particularly local leaders, and the involvement of local champions and key stakeholders. Active partnership and real collaboration are requirements of all team members. The necessity for a powerful local sponsor will facilitate successful project outcomes. Roles and responsibilities must be clearly stated, and are best decided upon by the team themselves. Knowledge about not only technical requirements but also optimum communication skills should be assessed, and education and training provided throughout the project. Mentoring of team members is vital, and increases the possibility of sustainability of the project aims through building capacity for local people. Sustainability is the major aim of any health care project and is clearly linked with the empowerment of local stakeholders.
