Abstract

From the etymological point of view, the technocracy is defined as government of technicians, or a government whose main source of influence is represented by predominantly technical sectors. The source pointed out by many linguists to the word "technical" goes back to the Greek techne, which can be attributed to the synonymy of art, knowledge and science. In recent history, the term gained a connotation based primarily on physical science. For the purposes of the discussion presented here, we make use of the first definition - the government alike - to discuss their developments under the National Water Resources Management (Singreh). The following is the discussion on the typology of collegiate environments responsible for the structural definitions and guidelines for setting the policies of water resources management in Brazil: the National Council of Water Resources and Watershed Committees. It argues, therefore, technology and politics in water management in the country.

Para as fins da reflexão ora apresentada, valemo-nos da definiçāo primeira - governo dos técnicos - ao discutir seus desdobramentos no âmbito do Sistema Nacional de Gestão dos Recursos Hídricos (Singreh). O texto a seguir trata do debate sobre a tipologia dos ambientes colegiados responsáveis pelas definições estruturais e pelo estabelecimento das diretrizes políticas da gestão recursos hídricos no Brasil: o Conselho Nacional de Recursos Hídricos e os Comitês de Bacia Hidrográfica. Discute, portanto, a técnica e a política na gestão das águas no país.
