Abstract

This Conservation Management Plan (CMP) was commissioned by the Cairns Regional Council to comply with the requirements of the Queensland Heritage Council and Environmental Protection Agency guidelines regarding the management of places on the Queensland Heritage Register. The CMP has been commissioned following an earlier assessment of the heritage significance of the area known as ‘The Tanks’ and the Flecker Botanic Gardens (Gordon Grimwade and Associates 2005). That assessment found both areas to be of State significance and resulted in their listing on the Queensland Heritage Register.

In the meantime the Cairns Regional Council had commissioned EDAWgillespie to prepare a MasterPlan for future development of the study area (comprising the Botanic Gardens, the Tanks and Centenary Lakes). The In this CMP the study area comprising the above three areas is referred to hereafter as the Flecker Botanic Gardens, Tanks Arts Centre and Centenary Lakes Heritage Precinct. This CMP considers the current and proposed future uses of the study area within the vonstraints and opportunities posed by the State Heritage Listing of components of the study area. It sets out guidelines for future management of the area designed to protect its heritage values. The proposed future uses are as outlined in the Master Plan. The MasterPlan should be reviewed and if necessary modified to ensure consistency with this CMP do that the heritage values are appropriately recognized and conserved.
