Abstract

A new development model has recently emerged in Eastern Cameroon: privately-operated artisanal and small-scale mining (ASM), financed largely by Chinese actors. This paper examines how these actors have impacted the formalization of ASM in the country, focusing on the case of the gold-rich Bétaré Oya region. Here, Chinese companies lease artisanal mining permits held by Cameroon nationals. We argue, however, that the resulting semi-mechanized mining development model is complex and is responsible for fueling significant tensions at the community level over social and environmental concerns. Although the involvement of Chinese companies has helped to facilitate the formalization of ASM in Cameroon, these dynamics have resulted in significant elite capture. Local communities derive minimal benefit from these arrangements.
