Abstract

The Regional Outreach Support Program (ROSP) was a trial under the Future Directions initiative of the Queensland Department of Families in 2003. Collaboration was an important element in these trials. This trial involved a co-governance/multiple co-location model for a specialist longer term support service for families experiencing domestic violence and child safety issues. Four third (nonprofit) sector agencies worked collaboratively to establish, govern and provide the service. The four agencies, while all working in the area of domestic violence, had different philosophies, and this trial was positioned differently within their individual agency business and strategic plans. The paper explores the expereinces of the co-governance and multiple co-location aspects. Co-governance and co-location were in fact experienced as 'co-management' and 'bi-location'. The co-management expereince emerged a s a response to gaps in ownership and operational management, while bi-location, along with co-location, may be more appropriate conceptual understandings of the experience of the ROSP workers. These reflexive stories from the field provide important evidence on the realities of working in collaborative ways for management and staff in the Third Sector. Such experiences add to the growing understanding of the phenomena of collaboration.
