Abstract

This paper begins by formulating hypotheses about: 1) 'convergence' of other countries' industrial relations and human resources arrangements with those that are more typical of industrialised market economies; 2) links between democratization and changing industrial relations/human resources. It then outlines five explanations of economic growth and four stages of economic development in the Asia-Pacific region. The industrialised market economies in the region are the USA, Japan, Australia and New Zealand and are categorised as Tier I. The Asian newly industrialised economies, the 'Asian Tigers' of Singapore, Hong Kong, South Korea and the Republic of China on Taiwan are categorised as Tier II. Tier III includes another generation of 'Tigers' and comprises Malaysia, Thailand, the Special Economic Zones of the People's Republic of China and Russia. It is suggested that the next generation of industrialisers, Tier IV, includes other areas of the People's Republic of China, Vietnam, the Philippines and Indonesia, and perhaps the countries of the Indian sub-continent. Such classification provides a framework for a discussion about alleged transformations in industrial relations/human resources arrangements in this region.
