Abstract

This paper focuses on the control systems of government-owned business enterprises (GBEs) in New Zealand. Emphasis is placed on the legislative and institutional frameworks to locate the basis for the design of suitable control system for the state-owned enterprises. The SOE Act of 1986 is analyzed to examine how the present system has addressed some of the deficiencies of the previous control systems. The paper also critically reviews the adequacy of public control measures of privatized enterprises, especially those enterprises in monopoly situations.
